I'll join but I think your list of items should be changed .. you lack some sirious stuff .
Warpcore stabs .. its a 1 vs 1 , warpout should mean losing . And let them fit stabs it spoils your targeting so hard ....
Why not allow smartbombs ? It are only small ones they deal less damage as guns/missles , have crap range , use way to much cap ...
Stuff you really don't want to allow
ECM , a griffin can perma jamm (well over 90 % chance) any frigate in 1 vs 1 with multi's . No lock is no chance .
F.o.F. missles are a laugh and no counter and you really don't want to ECCM frigs because that is a . uneffective . B. it wastes valuable slots.
And what is your opinion on faction items and t2 fittings ?
and like said before implants ?
Cool that your setting something like this up :)
Will the event be in the EU or US timezone ?
Is there an ingame channel for more informaion / updates ?

In regaurds to the EW, there are lots of counters that a frig can bring to increase their chances of not getting jammed. Think out side of the box instead of just wanting to tank up everything and DPS the rest.
There are lots of whines that you could bring about one ship having more of an advantage over the other one...
How do you want to counter ECM in a frigate ?

Now I have a few things to say about it :
Drones are a nice counter to ECM , if it wasn't the problem that there is only 1 frig that can lauch more as 1 drone . The griffin would just launch rockets at the drone(s) and kill them.
ECCM / sensor backup arrays make fitting a frigate prety much impossible. Due to the limitations in slots and cpu.
ECM burst + highsec = Lots of white crosses and a big boom....
You can still have non gank/tank fights without ECM.
Tracking disrupting only gives you a hard time with guns
sensor dampening only gives you a hard time with locking time / range.
Neuts give you a hard time activating stuff that involves cap.
Mwd's give you a speed tank / hit and run sort of gameplay .
while ECM just disables you and just prevents you from using most of the above , your guns ... A griffin just perma-jams any frigate with multi-specs .
What would you think is more fun , getting these incredibly boring fights where 1 person is jamming the other and just damaging it until it runs out of cap boosters/passive tank ?
Or fights where people do hit and run sort of things , just go for all out damage , neut the crap out of eachother , have really close fights that end in 1 boom and 1 just barly survives in hull ?
I've done quite some frigate 1 vs 1's and every time I didn't say I didn't like ECM. Someone just showd up in a griffin and perma jammed me ....
All the other fights have bin just lots of fun as frigates just have a hard time tanking all the incomming damage :).
Just my opinion ...
